When coupled with over 20 years of cultural bias and significant technical debt, common solutions to the problem can encounter some unique challenges. This presentation describes how Project Management principles and practices aided to modernize and transform the delivery of IT services for a state agency. Further, it describes how those same concepts were employed in both the planning and execution of real transformation initiatives and how they were ingrained in the resulting IT organizational structure by design. This approach has proved invaluable in overcoming the inherent challenges presented by the many detractors that are routinely found in a long-tenured IT staff facing significant change.
